VOIX LIBRES IN BOLIVIA : A MODEL FOR THE ERADICATION OF VIOLENCE
AND EXTREME POVERTY

Once upon a time... 12 children inhumanly enslaved at the bottom of the Cerro Rico mines in Potosi, working at an altitude of 4800 m where 8 million have died since the beginning of colonization… I just heard their silent cry of martyrs… Celestino died, crushed under a tunnel that caved in at only 14 years old. They decided he would be the last victim and that together they would eradicate child labour in the Potosi mines, where men die on average before the age of 33 and drink alcohol at 90° to ward off death.

Today, mission accomplished ! Not only has most of child labour been eradicated from the mines but also from the rubbish dumps and a number of shanty towns of Cochabamba.

20 years later :

• 1 million beneficiaries
, covering a third of Bolivia equivalent to the size of France.
• 400 Bolivian employees, for the most part ex-beneficiaries, specialists in the transformation of extreme poverty and so they guarantee the projects’ durability.
• 250 infrastructures including 18 villages for mistreated children of the mines, streets and rubbish dumps.
• 120’000 beneficiaries of interest-free micro credits (of whom 90% are women) benefiting people that nobody trusts and who can offer no guarantees.
• Some 20 united businesses improving local markets and exporting directly to major distribution networks in France and Switzerland (Manor, Bon Génie, Migros, Magasins du Monde, Auchan and 1247 independent distributors who sell directly to their friends) thus ensuring the durability of Voix Libres.

THEY HAVE BECOME BUILDERS, AND BY BUILDING , THEY HAVE REBUILT THEMSELVES.

From darkness to light :
“Give me Hell instead of this life,
as I don’t know Hell, but this life I know it too well”,
said Sofia, 31, mine-keeper, living in the Cerro Rico of Potosi at 4500m altitude.
Today the women slaves of Potosi have become entrepreneurs. They have just invented a factory for the rainbow candles and are successfully exporting them.

From garbage to health thanks to quinoa :

Some 3000 “recyclers” used to eat rubbish... now they manage our organic quinoa enterprise… A hundred families exiled in the shanty towns have now returned to cultivate 500 hectares of quinoa in Uyuni, for their own consumption but also for export .
From glacial cold to alpaca ponchos :
Women who were literally dying of cold now produce the softest of alpaca ponchos for themselves and for exportation.From hunger to food self-sufficiency :A dozen of our young agricultural engineers have invented “walipinas” : semi-underground greenhouses which are capable of producing four harvests a year (with a reduction of 80% water use) on the arid altiplano at an altitude of 4200m, in order to feed starving children in hundreds of schools.
From violence to the Law of Good Treatment
:
70% of women and 83% of children are victims of violence in Bolivia! The “Youth Government“ has composed 15 pages of new laws which have been adopted by the Legislative Assembly of Bolivia.Instead of talking about “fight against violence”, positive language is used : “campain for Good treatment“,which enables us to attract and transform the authors of violence, the rapists and murderers.
From injustice to model prisons :
83% of prisoners are waiting to be judged, because of a 7 year delay in the functioning of judicial system. Since 1994 we have granted 12,000 interest-free micro-credits in 8 prisons (a unique worldwide initiative) and trained the prisoners to non-violent behavior.
Today these prisons are models where the prisoners manage their own rules of non-violence.They reimburse 98% of the micro-credits, have transformed their prisons into enterprises (such as carpentries, jeweller’s, etc.) and became intra-entrepreneurs.


Foundation of “The Government of the Youth”


 The children of the street, of the mines and the rubbish dumps have established “The Government of the Youth”...
leaders able to transform the worst situations into undreamt of opportunities.
They have created the Alliance against violence with about twenty private and public institutions and have succeeded in reducing violence by half in hundreds of villages and shanty towns. Their current project :

What we most need is not to analyse things from a distance, nor cold rational decisions, preestablished convictions or top-down domination. What we need is patient listening, intuition, intellectual modesty, love… with a secret link between the interior and external dimensions.

When the beneficiaries are the subjects of social analysis and action, innovation becomes constant, accompanied by bottom-up participation with values which are as much feminine as masculine, a capacity to learn and to love the unlovable – and to accept that each one is at his highest level of consciousness.

It is no longer a question of taking and exercising power, but of stimulating the civil society to engage in the dynamics of participation, association and empowerment, with a deep commitment to the children and their families which are often suspended between life and death.
We have not imported our ethnocentrism and we have avoided all intellectual imperialism or abstract universalism which all too often engender development projects which run against the local culture.

For 20 years we shared their worst living conditions. We respected their local cultural dynamics as a starting point for change, with beneficiaries who became creators and directors of their own projects. This guarantees pertinence, coherence and durability.

In this manner a new social model is born. Only they themselves can understand their story and change it. What saves them is to save others.
They are the living proof that extreme suffering, when expressed and heard, can be transformed into positive strategies and multiply trust and love.

The key to all those results, is an innovative management inspired by scientific and quantic research. All the leaders in Bolivia had the opportunity to liberate through singing their traumas and mistreatments to empower them to became creative and eficient.

Marianne SĂ©bastien also offers her highly efficient holistic techniques in Europe to CEOs (500 Airbus top executives, Safran, Auchan, etc.) and to universities. Twenty years of research to enable deaf people in Switzerland to speak, starting with her deaf son.
